When a major digital infrastructure service fails, the consequences are significant and wide-ranging. So, when providers depend on the same critical systems, they must prove that they can recover together. MP Yip Hon Weng said this in parliament on Wednesday (Oct 7). He made three proposals. First, test shared recovery before businesses are disrupted, by requiring regular risk-based joint recovery exercises for major foundational digital infrastructure (FDI) licensees with significant shared dependencies. Second, account publicly for promises made in return for scarce resources, through an annual digital infrastructure accountability report. Third, ensure accountability beyond Singapore’s borders, by requiring major FDI licensees to make clear who would be answerable in a serious disruption, what they can do and how obligations would be enforced overseas where needed.
